The national minimum wage in Portugal rises from €600 to €635 in 2020, a measure that should benefit 720,000 workers. The modification translates into a net salary increase of €31.13 per month (in 14 payments per annum). This basic salary is tax-exempt from Individual Income Tax (IRS). Workers pay only 11% in Social Security contributions. In the EU, the monthly national minimum wage ranges from a high of €2,090 in Luxembourg to a low of €312 in Bulgaria.

New legislation stipulates that the minimum period for long-term rental agreements is one year and renewable for three years. According to the decree, “SIMA” (“Serviço de Injunção em Matéria de Arrendamento” – Lease Injunction Service)  will be created to strengthen tenants’ rights, namely for the reimbursement of improvements incurred by tenants. The legislation also assures the continuation of the National Rental Office (BNA), which has exclusive jurisdiction to deal with procedures for evictions.

Government is studying a basic levy to Non-Habitual Resident pensions with possible introduction in the 2018 State Budget. According to the Jornal de Negócios, the step under consideration is applying a potential tax rate of 5-10%. Currently, NHR beneficiaries enjoy a 10-year tax holiday. The contemplated measure is said to be in the name of “good fiscal relations” with other European countries.
